In the Area
The Douglas County Water and Sewer Authority’s 2026 rules require a private fire line on its water to be metered, unless it is a tight system installed before 2007. It may be used only for testing or firefighting. A detector showing use more than once a quarter forces a full-flow fire line meter within 90 days, and use with no fire or test can cost up to $1,000 per occurrence per day. Log every sprinkler test.

A commercial, industrial, or institutional building on Douglas County Water and Sewer Authority water must have an approved backflow assembly at its own expense and test it at least once a year. The authority can shut off water to a property whose device is not tested or maintained, and charges $50 during business hours or $100 after hours to restore service, on top of any fines. A missed test costs the restoration fee and any fines.
Every food establishment with a kitchen needs a grease interceptor kept in working order by the owner, and enzyme, bacteria, or degreaser treatments do not count as maintenance without the authority’s approval. Traps must be pumped by a permitted waste transporter that empties the whole tank, manifests are kept for 3 years, and an unmaintained interceptor can draw a $500 fine per citation.
The authority bills a commercial property’s stormwater fee on its actual hard surface at $4 a month per 2,543 square feet. A property with more than 5 units of hard surface can earn up to a 10 percent credit for a scheduled maintenance program on its ponds and controls. Owners must inspect and maintain on-site stormwater facilities, and problems left 30 days after notice can be fixed at the owner’s cost.
In the September 2009 flood, more than ten years ago, the Sweetwater Creek gauge near Austell peaked at 30.82 feet on September 22, beyond the 500-year flood level, and stayed above its 10-foot flood stage from September 21 to 25. NEMA warns that electrical equipment that has been under water can be extremely hazardous if switched back on without evaluation by qualified personnel. Keep flooded gear off until it is checked.
Yes, the Austell Fire Marshal inspects every business inside the city every year, expecting working smoke alarms, emergency lights, current fire extinguishers, and visible street numbers. The first inspection is typically free, with a fee possible after repeat inspections. Austell also runs its own water system, so an Austell building follows the city’s water rules, not the authority’s.
